ANSWER: In 1899, a conventional agreement came forth to settle ties between the interests of American, German, and British under Western Samoan regions. Conference in Washington had been previously held in 1887 after trade disagreements. The Tripartite Convention officially documents the "Retreat of Britain in Samoa" in not so plain words without spending a decade in armed dispute. It is assumed Germany in return gave up rights to Tonga, but historians say the Germans had no plans to make agreements in Tonga in the first place. After the British retreated the Germans and Samoans celebrated and Germany released a celebratory cartoon.
The Cartoon is of the German flag held high where once the British were attempting to post at Harbor, and then a Samoan woman kissing a German man in uniform 1899. "Ist Unser" translates as "It's ours", which meant a win for us both (Samoans and Germans)
Since Britain left, Samoan loyalist relationships in Western Samoan Government at Apia to Britain, convened through a proxy, which was New Zealand's Reform Party. It is important to note that New Zealand spread quite a bit of propaganda about German intentions in Samoa. Germany never built a single military post in Samoa. New Zealand spread social propaganda too after attacking the German Radio station in 1914 (Western Samoa). The Cartoons were political jokes, nothing extreme, but the cartoons made the British allied New Zealand political sphere seem strong and heroic. Germany didn't find it humorous at all and began all out War at "The Battle of Coronel" that same year 1914 on November 1st, to pay back what was done in Western Samoa. The British lost The Battle of Coronel.

"Wikipedia seems to talk about a Samoan Civil War? Like the American Civil War? Samoan War....with rules of course, was part of the whole ancient Entitlement process, if by chance there were contenders passionate enough to bare arms. That's the whole point of Eastern Samoa siding with the USA, a USA who pitched a Democratic equally fair political system. The Convention was held because it was the Germans, British, and Americans who didn't trust each other. Wikipedia misleads the reader into a White vs Samoan scenario as if they were splitting a pizza pie. The year of 1899 was only 14-15 years before the first World War started (World War in the Pacific started in 1914 not 1917). In 1899, this type of Tripartite Convention was attempting to prevent a larger War in the Pacific and deescalate tensions. Since the New Zealand and British violated the Treaty of 1899, taking the German Radio station in Western Samoa, an estimated over 2000 people died at The Battle of Coronel"
