What was The Tripartite Convention 1899 with Samoa about?

ANSWER: In 1899, a conventional agreement came forth to settle ties between the interests of American, German, and British under Western Samoan regions. Conference in Washington had been previously held in 1887 after trade disagreements. The Tripartite Convention officially documents the "Retreat of Britain in Samoa" in not so plain words without spending a decade in armed dispute. It is assumed Germany in return gave up rights to Tonga, but historians say the Germans had no plans to make agreements in Tonga in the first place. After the British retreated the Germans and Samoans celebrated and Germany released a celebratory cartoon.

The Cartoon is of the German flag held high where once the British were attempting to post at Harbor, and then a Samoan woman kissing a German man in uniform 1899. "Ist Unser" translates as "It's ours", which meant a win for us both (Samoans and Germans)

Since Britain left, Samoan loyalist relationships in Western Samoan Government at Apia to Britain, convened through a proxy, which was New Zealand's Reform Party.
