The Ha'a Tui Tonga is a Samoan-Tongan title (First Royal) and was a birth-right title only. Other Tui ranks (Second Royal ranks) within Tonga could be obtained through politics and influence. The First Ha'a Tui Tonga originated from the Tui Manu'a of Eastern Samoa.
Over time the noble Tongan houses intermarried with mostly Western Samoan ranks. Eastern Samoa is again credited to creating the very first Tui Tonga, but with the passing of time, the Western Samoans became the more active with noble Tongan houses.
