ANSWER: In the North Island of Aotearoa New Zealand during the 1980s-1990s, Samoans and Maori were seen as leaders and founders in many of New Zealand's largest gangs. Gang culture though was a very typical practice in the 1980s, not just in New Zealand, but in the US as well, and most gangs began to die down during the late 1990s. The remaining gangs attempted at turning into community helpers.
