An American United States Secretary of State [October 17, 1864 – October 30, 1928], who negotiated the Lansing-Ishii Agreement with Japan in 1917, and was a member of the American Commission sent to negotiate Peace at Versailles Treaty on June 28th, 1919 [Paris, France].
