ANSWER: He was a Colonel for the United States and was a powerful political figure in the South Pacific. He worked directly for the famous Ulysses S. Grant President of the United States, and held favor in the Eastern Samoan Government (American Samoan Government). He helped form the United States alliance with Eastern Samoa and secure the US. Samoa Grants's Treaty until Senate legislation made it official. Colonel Steinberger and U.S. President Grant were attacked in character in British media in Australia and New Zealand during the 1870s.
